In addition to the application you must submit:

  • All applicants will need a $100.00 processing fee in the form of a cashier's check, money order, personal or business check, (no cash please), made payable to the Moffat County Sheriff's Office (MCSO).  
     
  • In addition NEW PERMITS a $52.50 processing fee in the form of a cashier’s check or money order, made payable to the Colorado Bureau of Investigation (CBI). This fee pays for a state and national criminal history check (fingerprints) and for an Insta-check (NICS) per Statute. This is required for all regular civilian applicants. For RENEWAL PERMITS only a $13.00 MONEY ORDER made payable to the Colorado Bureau of Investigations (CBI) is required.  
     
  • A copy of your completed training (see TRAINING REQUIREMENTS SECTION on page 3 for further details).  
     
  • A copy of your current driver's license (Must have your current address).  
     

To conduct a thorough background investigation and comply with State Laws, it is required that all applicants be fingerprinted and photographed by the Sheriff's Office. The Moffat County Detention Center will take photographs and fingerprints every Friday from 5:00pm - 7:00pm. If you return your completed application before a scheduled processing, you will need to return on Friday to have your photograph and fingerprints taken. Your application can not be processed until your photograph and fingerprints are taken.

The remainder of the packet should be kept for your future reference.

PURPOSE

The Sheriff believes in your constitutional right to keep and bear arms, and is authorized by state statute to provide a means for the citizens of Moffat County to protect themselves. This is done by issuing Concealed Handgun permits to law-abiding and responsible citizens.

APPLICATION CRITERIA

The application packet is to be read thoroughly, legibly printed or typed and completed in full. Upon completion, the application may be mailed or delivered to the Moffat County Sheriff's Office 800 West 1st. Street, Suite 100 Craig, CO 81625.

The applicant must meet the following criteria:

  • Must successfully complete a background investigation, which includes, but is not limited to, information obtained from National Crime Information Center, Colorado Crime Information Center, FBI, CBI, and other Law Enforcement Agencies.  
     
  • Must be a resident of Moffat County. (Unless the applicant can prove that he/she owns a business and pays property taxes in Moffat County while residing in another county. Please refer to C.R.S. 18-12-105.1 (1) on page 7 of this packet.) (If a permit is issued and the permit holder moves from Moffat County, the permit is automatically inactivated and must be returned within 30 days to the Moffat County Sheriff's Office, 800 West 1st Street, Suite 100 Craig, CO 81625).
    *** Active Military Personal - If the applicant is stationed in Moffat County and has a driver's license from another state, a copy of his/her current orders must accompany a copy of his/her out-of-state driver's license.  
     
  • Must be 25 years of age or older. (Must submit photocopy of driver's license.)  
     
  • Must demonstrate competence with a firearm by submitting proof of completion of a firearm safety, training course or class.

TRAINING REQUIREMENTS

The applicant must demonstrate competence with a firearm by any one of the following;

  • Completion of any hunter education or hunter safety course taught by instructors approved by the Colorado Division of Wildlife of the Department of Natural Resources or a similar agency of any other state.
  • Military service discharge certificate. (Form DD 214).
  • Active Military ID Card.

  • Completion of any National Rifle Association firearms safety or training course.
  • Completion of any firearms safety or training course or class available to the general public offered by a law enforcement agency, junior college, college or university, or private firearms training facility.
  • Completion of any law enforcement firearms training or safety course or class conducted by a state certified or National Rifle Association certified firearms instructor.

The applicant must submit with the application an accurate photocopy of the certificate, affidavit, or other document from the instructor, school, club, business, organization, or group that conducted or taught the course or class attesting to the successful completion of the training by the applicant. To fulfill your training requirement you may call the Colorado Division of Wildlife Office in Craig at 824-5689 for a list of approved Hunter's Safety Courses or you can contact the National Rifle Association at 1-800-672-3888, option #6, ext 1430# for a list of certified instructors.

POLICY

It is the policy of the Moffat County Sheriff's Office to deny concealed handgun permits to applicants who are likely to abuse such privilege or who present a danger to them selves of other because, by their present or past conduct, they have demonstrated they cannot be entrusted with such a privilege. Accordingly, a permit routinely will be denied to a person:

  • Did not fully complete application.  
     
  • Whose criminal record indicates convictions or charges involving felonies, misdemeanors, or ordinance violations relative to physical violence.  
     
  • Who, at the time of application, is under indictment for, or charged with any felony, misdemeanor, or ordinance with the exception of minor traffic offenses.  
     
  • Who, in opinion of the Sheriff, the character, record and reputation of the applicant is such that is could constitute a hazard or risk to the safety and general welfare of the public or otherwise renders a person unfit for the privilege of carrying a firearm.  
     
  • Non-resident of Moffat County, unless business owner in county.  
     
  • Whose purpose is for business or commercial use.

PERMIT REVOCATION

The Sheriff may revoke the concealed handgun permit at any time should the permitee no longer meet the criteria for issuance or falls into a category for which the permit would have not been initially issued. Any peace officer may suspend and confiscate a concealed handgun permit issued by this Sheriff's Office for delivery to the Sheriff, if the peace officer has reasonable suspicion that the permitee falls into a category for which the permit would not have been issued or retained. The revocations may be appealed to the Sheriff if the permitee believes the permit was unfairly confiscated and/or revoked. The Moffat County Concealed Handgun Permit remains the Property of The Moffat County Sheriff's Office and will be surrendered upon request. Failure to surrender your permit will result in permanent revocation.
